Former Illinois Governor Pat Quinn and Chicago Democratic State Representative LaShawn Ford are pressing for renewed support of a proposed three-percent income tax surcharge on millionaires. They scheduled a Chicago press conference Wednesday afternoon to promote the plan, which is also appearing as a Cook County ballot question. The measure asks whether Illinois should enact the surcharge, with half the revenue going toward property tax relief and half toward public education. Ford’s proposed constitutional amendment, H-J-R-C-A 21, did not advance in Springfield last spring. Supporters say it could still return in time for the 2028 general election ballot.
