A suspect in a suspicious fire near an apartment complex in Decatur is facing charges in a separate incident. Police say 42-year-old Andre Kelly is charged with DUI, failing to give information after hitting a vehicle, and operating an uninsured motor vehicle. Kelly had previously been arrested in connection with the Thursday morning fire, but had been released five hours later before being rearrested over the weekend.
