State and local police plan to increase their patrols over the Halloween weekend. Illinois Department of Transportation spokesman Paul Wappel says they want to reduce the number of traffic deaths. He adds that motorists should prepare for celebrations by selecting a designated driver, using public transportation, or rideshare services.
