A federal bribery charge against an Illinois State legislator has raised questions as to whether lawmakers should be able to continue lobbying other units of government.
Representative Luis Arroyo, a Democrat from Chicago, has been accused of a bribery attempt against another senator to legalize gambling machines. Ethics advocates are now suggesting to disallow legislators from earning outside income.
