Illinois Secretary of State Alexi Giannoulias says his office is investigating U.S. Immigration and Customs Enforcement over allegations that agents may be illegally swapping Illinois license plates. Giannoulias cited a video posted on social media and said it is illegal in Illinois to flip license plates or alter them to avoid detection. Giannoulias said he was announcing a “Plate Watch Hotline” to report license plate tampering.
