City of Decatur and Central Illinois Land Bank Authority partner to rehabilitate homes in Decatur and solicit contractors for bids
DECATUR, IL – May 23, 2022 — The City of Decatur and the Central Illinois Land Bank Authority (CILBA) have partnered together on an Abandonment to Rehab initiative. The City of Decatur is funding this program utilizing federal grant money to proactively rehabilitate existing housing stock that otherwise will likely be on future demolition lists, but for this program. CILBA and the City would like to contract with local contractors to perform this work, particularly those contractors which are utilizing a pre-apprenticeship program. The first RFP for this program is to rehabilitate the single family home at 439 S. Maffit St., across the street from the new John’s Hill Magnet School.
A copy of the RFP, along with instructions, and further details on the RFP and the specific property can be found on the CILBA or the City’s websites, www.cilba.org or www.decaturil.gov Interested general contractors will be provided the opportunity for a Pre-bid walk through and visual inspection on Tuesday, May 31st from 9:00-12:00 or 1:00-5:00. Final projects bids are to be submitted to the City of Decatur before June 14th, 2022 at 1:00pm.
Contractors should get view and submit documents necessary to get on CILBA’ qualified contractor’s list. This rehab on Maffit is the first of many more anticipated single family home rehabs under this new Abandonment to Rehab program. We anticipate 2 similar RFP projects to be released by the end of the month. These newly rehabbed homes will likely be sold to first-time homebuyers that have successfully passed the homeownership counseling program.
The City of Decatur is pleased with the number of community partners that are participating in this program. For this abandonment to rehab program, the City is partnering with the Land Bank to manage the projects, local contractors to perform the work, Decatur Trades Council to provide pre-apprentices to build local capacity in our workforce, CICD to provide the financial literacy, and Land of Lincoln Credit Union to provide the access to capital for both the contractors and the future first time homebuyers.
