A new bill has been proposed to define Downstate Illinois. The purpose of the bill is primarily for legislative and regulatory processes.
Under the bill, Downstate Illinois would be defined as any county that isn’t: Cook, Kane, Dupage, Lake, Kendall, McHenry or Will. The clarification is thought to possibly create flexibility on amendments to rules in state agencies.
