A new bill would add a 10 cent charge for carryout bags in Illinois.
If the Carryout Bag Fee Act were to become law, any bag provided by a retail establishment at a point of departure, i.e. a checkout counter, would carry the charge.
The exclusions for the fees would be in municipalities populated by more than 1 million people and items bought under specific governmental food assistance programs.
