(Decatur, IL) — Frank Hubbard has been named Chief of the Decatur Park Police, following the departure of Ed Culp, who will assume a full-time role at the Macon County Law Enforcement Training Center. In 2017, Hubbard retired from the Decatur Police Department after 27 years of service. During his tenure, he was a police detective, State of Illinois lead homicide investigator, master firearms instructor, emergency response team sniper, entry team member and trainer, field training officer, and defensive tactics and scenario-based training instructor. He earned his Law Enforcement Officer certification at Lakeland College and completed a master firearms instructor certification at the University of Illinois. Since May 2017, Hubbard served as a part-time Decatur Park Police officer and in May 2018 was promoted to Sergeant. His official starting date as Park Police Chief was August 6.
