(Lincoln, IL) — Do not go outside without hats, gloves or a scarf this morning. The National Weather Service is leaving a wind-chill advisory in place until noon for pretty much the entire state of Illinois, outside of Chicago and the suburbs. Forecasters say wind chills will be as cold as 20 degrees below zero. That’s cold enough to cause frostbite on exposed skin in under 30 minutes.
