Citing limited cash reserves and high debt, Moody’s Investors Service has downgraded the city of Decatur’s credit rating from A1 to A2. Moody’s said the outlook remains negative because of ongoing financial pressures and high pension costs that are only set to increase. The Decatur City Council on Monday is set to vote on a budget that includes a $3.2 million deficit, drawing down its cash reserves significantly.
