(Peoria, IL) — A Peoria man will spend the next four years on probation for drunkenly shooting his friend to ‘test’ a bullet proof vest. A judge yesterday spared William Goveia from prison. Peoria Police say Goveia live streamed the April shooting where he shot a friend with a small caliber handgun to see if the vest worked. It did. Investigators say Goveia was drunk at the time. His attorney says Goveia has learned a valuable lesson about drinking and using firearms.
