(Chicago, IL) — Former Chicago Police Superintendent Garry McCarthy is claiming the city is “reaching a state of lawlessness.” He tells CBS the police activity in Chicago is “horrific” and non-compliance of law “is becoming legitimized.” Chicago has had 750 murders this year, while arrests have dramatically declined. McCarthy blames officer fear for the arrest decline. Current Superintendent Eddie Johnson tells CBS the issue has to do with more paperwork and more strict policies.
