(Normal, IL) — The town of Normal says it had to give a developer about two-million-dollars for a Portillo’s because the land was that much more expensive. Normal City Manager Mark Peterson is defending his town. He says Champaign didn’t have to offer the hot-dog restaurant anything because the project there is cheaper. Portillo’s is making it clear it’s not receiving anything. Normal’s deal pays a private developer to tear down a little-used hotel and redevelop the site for the new restaurant.
